New Members Welcomed to the Public Interest Registry Advisory Council

Public Interest Registry (PIR) is proud to welcome six new members to the PIR Advisory Council, a distinguished group of leaders from across the nonprofit, social impact, and technology sectors who help strengthen and inform our work in service of the global .ORG Community.

The Advisory Council provides strategic insight and diverse industry perspectives that guide PIR’s programs and initiatives. Together, these leaders help ensure that PIR remains responsive to the evolving needs of the mission-driven organizations.

New Advisory Council Members
Sarah Armstrong

Founder, A Brighter Tomorrow for Africa Foundation; Founding Executive Director, Internet Society Foundation

Sarah Armstrong is a seasoned philanthropic and nonprofit  leader with more than two decades of experience advancing health, education, and digital globally.  As Founder of A Brighter Tomorrow for Africa Foundation and Founding Executive Director of the Internet Society Foundation, she has built and scaled mission-driven organizations dedicated to expanding opportunity and Internet access worldwide, awarding more than $72 million in grants across 100+ countries. Her expertise in governance, global grantmaking, and digital inclusion strengthens PIR’s commitment to advancing a trusted and equitable Internet.

ElsaMarie D’Silva

Founder, Red Dot Foundation Global and Safecity

ElsaMarie D’Silva is the Founder of Red Dot Foundation Global and Safecity, a civic-tech platform that enables communities and institutions to use citizen-generated data to prevent sexual and gender-based violence. She works closely with governments, police, and city agencies to translate ethical, survivor-centered data into policy reform and systems change. Her leadership bridges technology, public interest governance, and accountability in public decision-making.

Gretchen Ehle

Vice President and Impact Officer, Orr Group

Gretchen Ehle brings more than 20 years of experience in foreign policy, diplomacy, and nonprofit leadership.  As Vice President and Impact Officer at Orr Group, she brings deep fundraising and nonprofit expertise to support sustainability in nonprofits globally. Prior to joining Orr Group, Gretchen held senior leadership roles at the Atlantic Council and Meridian International Center, where she drove significant financial growth and organizational expansion.

Dr. Anton Mari H. Lim

Co-Founder & President, Yellow Boat of Hope Foundation

Dr. Anton Mari H. Lim, DVM, is Co-Founder, President, and Chief Hope Paddler of the Yellow Boat of Hope Foundation, delivering innovative, community-owned solutions that expand access to education in underserved communities. Recognized as a 2024 .ORG Impact Award winner and a Forbes Asia Hero of Philanthropy, Dr. Lim champions practical, scalable approaches to social impact grounded in listening and partnership. His leadership reflects the resilience and ingenuity of the global .ORG Community.

Anna Titulaer

Principal, Grounded Purpose

Anna Titulaer is the Principal of Grounded Purpose, a firm advancing social impact strategy and equitable philanthropy. With over two decades of experience shifting power toward communities, advancing locally led development, and driving social and economic justice, she cultivates consequential networks across foundations, corporate social impact teams, and governments. Anna is a trusted advisor to executive leaders across corporate, policy, and nonprofit sectors, guiding them to achieve meaningful, measurable impact through philanthropic models.

Heather Hendrickson

Senior Director, Numbering Administration Strategy, Somos, Inc.

Heather Hendrickson serves as Senior Director of Numbering Administration Strategy at Somos, Inc., where she advances policy and leads strategic initiatives and advances policy efforts that support innovation and progress across the communications industry. Prior to joining Somos, Heather spent nearly two decades at the Federal Communications Commission, helping to shape national policy at the intersection of law, technology, and the public interest. She is based in Chicago, Illinois.
